Sounds like Alistor (Mad Eye) Moody. The representatives are the members of the Order of the Phoenix.
Famous for his eye: I think of - seeing all - or "one eye" being singular. This could be Dumbledore as well, for knowing that he see's a lot, but he's not famous for his eye. I think Dumbledore often turns a blind eye on many things he does not want to address just to let it play out and see the outcome. Still, I hold to Moody. Dumbledore was the main reason for the representatives in the first place, but Moody was a part of the team and seemed to be the one leading the team to get Harry to safety when he died.

Wondering if this is the colony of giants that Hagrid and Olympe went to meet with in OOP? I remember them being in a mountainous region, and it seemed like a lot of the giants did go into hiding because of being driven out by wizards. Not sure about the 15 years though, could this time have been while Voldemort lost his body and was not there to support them?

Fawkes would like to give a little holiday stocking stuffer to the Lovegood Loungers.
As his token he wishes to explain the riddle that Miss Charlotte has worked so diligently upon.
You might recall that many giants were killed by the Auros during the first wizarding war. Mad Eye Moody was one of the most successful auroral in rounding up giants. The reference to "The Man" is the government and in this case the Ministry of Magic which the Aurors were a part of.
The answer then should be Aurors and the ultimate tie in of all the riddles from this edition of The Fawkes Burning Quiz is "GIANTS ".

OH I apologize dear Fawkes. I never meant to take so long in answering this last question. Now backreading your next to the last comment. I did come up with... Auror. Madeye was an auror and many of his coworkers was killed in the line of duty. But the man I was about to say was their boss, so to speak, Minister Fudge. However I completely forgot about the giants and how they were part of the reason so many auror's were killed. I do look forward to your next burning quiz.

I think I creatures since no witches or wizards could do that... Hmm? Now that would make a good fanfic to have someone hide or live underground for some reason. Ok... sorry for wandering around. Bright lights. PEOPLE? OH! Luna and Ollivander spent time in a dark underground room, but that's not it. Dungeon? Eek. Captive? Long time? OH the dragon that lived so long guarding the loot at Gringotts. No lights meant no sun. I felt so bad for the creature. They are such a cruel people to do that to such a magnificent beast.

Rowena Ravenclaw's diadem? It was one of 7 horcruxes...had been hidden in Albania, and was only seen at the end of the HP stories. The others we saw more than once, even if only in a memory. The diary (in Flourish and Blotts, in a few bathroom scenes ,as well as in Dumbledore's office, the locket (at 12 Grimmauld place and on Umbridge (even pictures in a newspaper)), Hufflepuff's cup seen in a memory as well as the Gringott's vault, Nagini (with Voldemort starting in Goblet of Fire), and of course, Harry himself.
