Row upon row stands mud which has been burned. The stench of pollution fouls the waters nearby until many a stomach is turned.
Is this Spinner's End? I seem to remember that the houses were in rows, and was it near a broken down, and possibly burned factory? (this is hard without my books being handy!). I remember there being a stench, and a river that Bella and Cissy apperated near...

OK. I'm going out on a limb here with my guess. I've been thinking about this one for days.
Burnt mud could also be associated with baked bricks. So something that has brick walls. There are lots of places in the books with brick walls... but stinky waters? Things come to mind: Azkaban? na. Ministry of Magic bathrooms? na. But you said "waters nearby" Hmm? There is Snape's old house where he grew up. There was that old mill and water. I remember a fox running nearby. But I can't recall off the top of my head if that water was stinky or if his house was made of brick. Then of course when I get stumped like this I like to look at the types of other answers left already. These are places where families live. Could it really be Snapes house after all?
For now... I'll have to take a stab at this and say: Spinner's End

Miss Charlotte, between both of you, yourself and Erin, you have fully explained the stink, the rows of mud, which are indeed bricks, the stink from the polluted river by the Mill. Yes, also Cissy and Bella did walk along that very stinky river and killed a fox as well.

This would have to be Winky, as her mother and grandmother served the Crouches before her. Her "exile" would have to refer to when she was dismissed by Barty Crouch Sr. at the World Cup - publicly known at the time for having a wand (Harry's) in her possession, to which was against Wizard Law. Of course, later it was revealed that the true reason she was probably dismissed is because she had let Barty Jr obtain a wand (Harry's - from the Top Box).

I'm wondering if this is Dobby. His first words (in COS) in the series were Harry Potter and his last words before his death in DH were Harry Potter. A touching thought that I hadn't realized before. The part about claim to fame could be that he was famous for his friendship and loyalty to Harry-and probably saving Harry's life as well. Beautiful, Fawkes.

An additional clue appears to be in order;

My mind may be old and feeble I seem to be but it was most likely a memory charm that caused them to believe my masters death was caused by me.

OK... for some reason when I read this THIS time around and looking at the answers of the others I am leaning towards Winky. I really can't remember what it was exactly that she was accused of, but I KNOW she was let go from the Crouch's service. She cried and mourned her family letting her go. She was innocent. AND there was a young Barty Crouch (some might have thought him a beautiful young man) who was the guilty party.

She was accused of killer her mistress when really Tom Riddle did it. She was sent to prison. Dumbledore looking for memories of a young Tom Riddle found her there and received a clue as to what Tom had in mind for one of his Horcrux.
