Ok... Here's my thoughts. Not a family member, nor someone magical or even KNOWS about the magical world. Not a friend of harry's, nor close to his age. And Harry DID meet her. It can't be Mrs. Cole since he SAW a memory of her in the pensive, but never met her. Still, she was very important to the story. Can't be Mrs. Granger because she knows about the magical world. It has to be a human being, snice we don't know if she's owned a dog. For instance, if it were the snake in the zoo... well for that matter, we don't know if that snake was a girl or guy snake.
